CENTRAL OHIO JOINT FIRE DISTRICT BOARD MEETING MINUTES
September 8, 2009
A regular meeting of the Central Ohio Joint Fire District Board was held on Tuesday, September 8, 2009 at the Hilliar Township House, located at 5120 Columbus Road, Centerburg, Ohio. The following were in attendance:

The regular Board meeting of the Central Ohio Joint Fire District was called to order by Chairman Welch at 7:00 p.m.
APPROVAL OF MINUTES
Mrs. Frazee made a motion to approve the minutes from the August 11, 2009, meeting and Mr. Haberman seconded the motion. On roll call in the affirmative: Mr. Cochran, Mr. Haberman, Chairman Welch and Mrs. Frazee. In the negative: none. Absent: Mrs. Stockmaster.
ACCOUNTS PAYABLE
Mr. Haberman made a motion to approve the warrants presented and Mrs. Frazee seconded the motion. On roll call in the affirmative: Mr. Cochran, Mr. Haberman, Chairman Welch and Mrs. Frazee. In the negative: none. Absent: Mrs. Stockmaster.
Mrs. Clippinger presented the monthly bank reconciliation, fund status ledger, appropriation ledger, receipt ledger and payment register for the Board’s review and approval.
OLD BUSINESS
- Fulmer/Shaw – Fulmer/Shaw had received the completed surveys and were in the process of reviewing them.
- Generator – Chief Porter had not been contacted by Mr. Jim Casner in regards to the cost to install a generator at the Central Ohio Joint Fire District Station. It was noted a generator could be purchased off the State Purchasing Program and Chief Porter noted he would research this.
- Snow Plow – The Board discussed options for snow removal for the upcoming winter season. The cost of a heavy duty snow plow mounted to the grass truck would be $5,000. A light duty plow would cost $4,700. The Board discussed the possibility of Hilliar Township plowing the parking lot at the station, since they do all lawn maintenance. This was tabled until Hilliar Township has the ability to discuss this issue.
NEW BUSINESS
- Acceptance of Rates – Mr. Haberman made a motion for resolution 09.01.09, approving the 2010 Acceptance of Rates received from the Knox County Auditor’s Office. Mrs. Frazee seconded the motion. On roll call in the affirmative: Mr. Cochran, Mr. Haberman, Chairman Welch and Mrs. Frazee. In the negative: none. Absent: Mrs. Stockmaster.
REPORTS
Strategic Planning Committee – Nothing to report.
Personnel Committee – The committee met with Chief Porter before the meeting and discussed several personnel issues.
Chief Porter – See Chief Porter’s report.
- Lt. Rott – Chief Porter reported Lt. Dan Rott had completed and/or was in the process of completing all lieutenant probationary period requirements and requested the Board remove Lt. Rott from probationary status. Mrs. Frazee made a motion to remove Lt. Rott from probationary status and Mr. Haberman seconded the motion. On roll call in the affirmative: Mr. Cochran, Mr. Haberman, Chairman Welch and Mrs. Frazee. In the negative: none. Absent: Mrs. Stockmaster.
- Employment – Mr. Haberman made a motion to hire Mr. Calvin Messer as a part-time basic EMT at $8.77 per hour. Mrs. Frazee seconded the motion. On roll call in the affirmative: Mr. Cochran, Mr. Haberman, Chairman Welch and Mrs. Frazee. In the negative: none. Absent: Mrs. Stockmaster.
Prosecutor’s Office – Nothing to report
ADJOURNMENT
There being no further business to come before the Central Ohio Joint Fire District, at 7:10 p.m., Mr. Haberman made a motion to adjourn the meeting until October 13, 2009 at 7:00 p.m., unless called upon for urgent business. Mr. Cochran seconded the motion. On roll call in the affirmative: Mr. Cochran, Mr. Haberman, Chairman Welch and Mrs. Frazee. In the negative: none. Absent: Mrs. Stockmaster.
