CENTRAL OHIO JOINT FIRE DISTRICT BOARD MEETING MINUTES
October 13, 2009
A regular meeting of the Central Ohio Joint Fire District Board was held on Tuesday, October 13, 2009 at the Centerburg Town Hall, located at 49 ½ East Main Street, Centerburg, Ohio. The following were in attendance:

The regular Board meeting of the Central Ohio Joint Fire District was called to order by Chairman Welch at 7:00 p.m.
APPROVAL OF MINUTES
Mr. Haberman made a motion to approve the minutes from the September 8, 2009, meeting and Mrs. Frazee seconded the motion. On roll call in the affirmative: Mrs. Stockmaster, Mr. Haberman, Chairman Welch and Mrs. Frazee. In the negative: none. Absent: Mr. Cochran.
ACCOUNTS PAYABLE
Mr. Haberman made a motion to approve the warrants presented and Mrs. Frazee seconded the motion. On roll call in the affirmative: Mrs. Stockmaster, Mr. Haberman, Chairman Welch and Mrs. Frazee. In the negative: none. Absent: Mr. Cochran.
Mrs. Clippinger presented the monthly bank reconciliation, fund status ledger, appropriation ledger, receipt ledger and payment register for the Board’s review and approval.
OLD BUSINESS
- Fulmer/Shaw – Chief Porter had received the preliminary report from Fulmer/Shaw. Due to technical issues he was unable to print the report. Chief Porter indicated he would hand deliver a copy of the report to Mr. Cochran and email the report to all other Board members.
- Generator – Mr. Jim Casner had been in contact with Chief Porter in regards to the installation of a generator at the fire station. Mr. Casner indicated it was not feasible for the fire station to be attached to the Hilliar Township generator. It was noted additional information and testing would need to be completed before an estimate could be obtained.
- Snow Plow – Mr. Haberman informed the Board, Hilliar Township was not willing to plow the fire station lot. Chairman Welch made a motion for the District to purchase the heavy duty snow plow from Wiford’s and Mrs. Frazee seconded the motion. On roll call in the affirmative: Mrs. Stockmaster, Mrs. Frazee and Chairman Welch. In the negative: Mr. Haberman. Absent: Mr. Cochran.
NEW BUSINESS
- Term Expirations – Chairman Welch, Mr. Haberman and Mr. Cochran’s term on the Central Ohio Joint Fire District will expire as of December 31, 2009. Mr. Haberman and Mr. Cochran’s appointments would need to be discussed at their respective Townships. The At-Large member’s position would need to be appointed by the District. It was agreed the position would be advertised in the Mount Vernon News, the Centerburg Clipper and on the Central Ohio Joint Fire District’s web page.
REPORTS
Strategic Planning Committee – Nothing to report.
Personnel Committee – The committee met with Chief Porter on October 6, 2009. The Personnel Committee agreed that fingerprinting background checks would be the financial responsibility of the new employee and all new employees would be required to pass a drug test.

- Resignation – Based on Chief Porter’s recommendation, Mrs. Stockmaster made a motion to accept the resignation of Firefighter Elizabeth Pfeifer and Firefighter Nicholas Reis. Mrs. Frazee seconded the motion. On roll call in the affirmative: Mrs. Stockmaster, Mr. Haberman, Chairman Welch and Mrs. Frazee. In the negative: none. Absent: Mr. Cochran.
- Employment – Mrs. Frazee made a motion to hire Mr. Griffin Bandy as a part-time basic EMT at $8.77 per hour. Mr. Haberman seconded the motion. On roll call in the affirmative: Mrs. Stockmaster, Mr. Haberman, Chairman Welch and Mrs. Frazee. In the negative: none. Absent: Mr. Cochran. The Board welcomed Firefighter Bandy.
- Firefighter Stephen Burger – Firefighter Burger had successfully passed his paramedic test and is now certified.
Prosecutor’s Office – Nothing to report
ADJOURNMENT
There being no further business to come before the Central Ohio Joint Fire District, at 7:25 p.m., Mr. Haberman made a motion to adjourn the meeting until November 10, 2009 at 7:00 p.m., unless called upon for urgent business. Mrs. Frazee seconded the motion. On roll call in the affirmative: Mrs. Stockmaster, Mr. Haberman, Chairman Welch and Mrs. Frazee. In the negative: none. Absent: Mr. Cochran.
