CENTRAL OHIO JOINT FIRE DISTRICT BOARD MEETING MINUTES

November 9, 2010

A regular meeting of the Central Ohio Joint Fire District Board was held on Tuesday, November 9, 2010 at the Centerburg Town Hall, located at 49 ½ East Main Street, Centerburg, Ohio.  The following were in attendance:

The regular Board meeting of the Central Ohio Joint Fire District was called to order by Chairman Welch at 7:00 p.m.

APPROVAL OF MINUTES

Mr. Eyster made a motion to approve the minutes from the October 12, 2010 meeting and Mrs. Stockmaster seconded motion.  On roll call in the affirmative:  Mrs. Stockmaster, Chairman Welch, Mr. Eyster and Mrs. Frazee.  In the negative:  none.  Abstained:  Mr. Hall.

ACCOUNTS PAYABLE

Mr. Hall made a motion to approve the warrants presented and Mr. Eyster seconded the motion.  On roll call in the affirmative:  Mrs. Stockmaster, Chairman Welch, Mr. Eyster, Mr. Hall and Mrs. Frazee.  In the negative:  none. 

Mrs. Clippinger presented the monthly bank reconciliation, fund status ledger, appropriation ledger, receipt ledger and payment register for the Board’s review and approval.

OLD BUSINESS

  1.  Christmas Party – Chief Porter asked the Board to appropriate $1,100.00 from the donations line item.  Chief Porter indicated the monies would be used to purchase gifts for the Central Ohio Joint Fire District staff and meat for the Christmas dinner.  The District would need to obtain an amended certificate for $600.00 and amended appropriation for $1,100.00 from the county auditor’s office.  Mrs. Frazee made a motion to request an amended certificate and appropriation from the county auditor’s office and Mr. Eyster seconded the motion.  On roll call in the affirmative:  Mrs. Stockmaster, Chairman Welch, Mr. Eyster, Mr. Hall and Mrs. Frazee.  In the negative:  none.   

NEW BUSINESS

  •  2011 Appropriations - Mrs. Clippinger requested the Board approve the 2011 appropriations at the December meeting.  The Board had voted for no increase to the 2011 budget and agreed there would be no increase to the appropriations.  Mrs. Clippinger will present the 2011 appropriations to the Board on December 14, with no increase.

REPORTS

Strategic Planning Committee – The Strategic Planning committee had met tonight.  Chief Porter had been reviewing the Plan presented by Fulmer/Shaw and felt the District had not received the document proposed.  Chief Porter felt the District was doing work that should have been completed by Fulmer/Shaw.  Prosecutor Thatcher recommended the District contact Fulmer/Shaw and have a representative present to the District what had been completed along with the hours required to complete the Plan presented.  Prosecutor Thatcher indicated this meeting could be held at his office along with several Board members being in attendance.  Chief Porter will contact Fulmer/Shaw in regards to this.

Personnel Committee – Nothing to present.

  1. Annual Christmas Dinner – The annual Christmas dinner will be December 18th, 2010 at 6:00 p.m.

Mrs. Stockmaster asked the status of the non-working fire hydrants in the Village of Centerburg.  It was noted the District has been addressing these hydrants, with several already repaired.  Chief Porter did note there were several that would need to be replaced.  He indicated due to the age of the hydrants, replacement parts were no longer available.

Prosecutor’s Office – Prosecutor Thatcher indicated he had a conference room across from this office that will be the backup EMA operations area for the county.  A grant has been approved to upgrade the security in this area.

Prosecutor Thatcher inquired whether anyone was interested in monitoring the events from the recent fire in Mount Vernon.  Prosecutor Thatcher thought it might be beneficial in case something like this would happen in Centerburg. 

ADJOURNMENT

There being no further business to come before the Central Ohio Joint Fire District, at 7:30 p.m., Mr. Eyster made a motion to adjourn until the regular meeting on December 14, 2010 at 7:00 p.m., unless called upon for urgent business. Mrs. Frazee seconded the motion.  On roll call in the affirmative:  Mrs. Stockmaster, Chairman Welch, Mr. Eyster, Mr. Hall and Mrs. Frazee.  In the negative:  none.
