CENTRAL OHIO JOINT FIRE DISTRICT BOARD MEETING MINUTES

May 12, 2009

 

A regular meeting of the Central Ohio Joint Fire District Board was held on Tuesday, May 12, 2009 at the Centerburg Town Hall, located at 49 ½ East Main Street, Centerburg, Ohio.  The following were in attendance:

The regular Board meeting of the Central Ohio Joint Fire District was called to order by Chairman Welch at 7:00 p.m.

APPROVAL OF MINUTES

The minutes from the April 14, 2009 meeting were tabled.

ACCOUNTS PAYABLE

Mrs. Frazee made a motion to approve the warrants presented and Mr. Haberman seconded the motion.  On roll call in the affirmative:  Chairman Welch, Mr. Haberman and Mrs. Frazee. In the negative:  none.  Absent:  Mr. Cochran and Mrs. Stockmaster. 

 

Mrs. Clippinger presented the monthly bank reconciliation, fund status ledger, appropriation ledger, receipt ledger and payment register for the Board’s review and approval.

OLD BUSINESS

  1. Fulmer/Shaw – There was a public meeting on May 11, 2009 with representatives from Fulmer/Shaw present.  Due to the low turn-out, Chairman Welch recommended Fulmer/Shaw contact the Districts’ Townships and the Village of Centerburg to schedule meetings with each entity.

 

NEW BUSINESS

  • Old Copier – Mr. Haberman made a motion to allow Mr. Clippinger to dispose of the old copier which did not work and Chairman Welch seconded the motion.  On roll call in the affirmative:  Chairman Welch, Mr. Haberman and Mrs. Frazee. In the negative:  none.  Absent:  Mr. Cochran and Mrs. Stockmaster.
  • 2010 Budget – Mrs. Clippinger noted the 2010 budget would need to be approved at the July meeting.  The Board requested Mrs. Clippinger present the proposed 2010 budget with a 3% increase and a 4% increase at the June meeting.

 

REPORTS

Strategic Planning Committee – Nothing to report.

Personnel Committee – Chairman Welch made a motion to hire Hugh Dick, Steve Leis and Phil Olmar to volunteer status and Kevin Hicks as a part-time paramedic at $9.98 an hour.  This would be on a probationary period and contingent on a clean background report.  Mrs. Frazee seconded the motion.  On roll call in the affirmative:  Chairman Welch, Mr. Haberman and Mrs. Frazee. In the negative:  none.  Absent:  Mr. Cochran and Mrs. Stockmaster.

 

Chief Porter – See Chief Porter’s report.

  1. BWC – Chief Porter noted the District had received recognition from the Bureau of Workers’ Compensation for having a safe work place in 2008, since no claims had been filed.  Chief Porter attributed this to all employees of the departments following the rules for a safe work place.
  2. New Engine – The new engine is in use and will be dedicated to former Fire Chief Robert Whited. The dedication will be May 30, 2009 at 2:00 p.m. at the Country Club Retirement Center.
  3. Old Engine – After discussion, Chairman Welch made a motion for the following resolution and Mr. Haberman seconded the motion:

The Board of Trustees of the Central Ohio Joint Fire District, Knox County, Ohio met in regular session on the 12th day of May, 2009 at the Centerburg Village Council Chamber with the following members present:

Patti Frazee, Trustee                                                     Porter Welch, Trustee

Phil Haberman, Trustee                                    

Mr. Welch moved for the adoption of the following resolution:

Whereas, the Central Ohio Joint Fire District Board declares engine 421 surplus with a value of $2,499.  The Board authorizes Chief Porter to dispose of the engine by posting it first on Craig’s list and then by any means which is in the best interest of the District.  Chief Porter is further authorized to reduce the insurance coverage to liability only.

Mr. Haberman seconded the motion, and the roll was called on the question of its adoption.  The vote was as follows:

Prosecutor’s Office – Prosecutor Thatcher had nothing to present

ADJOURNMENT

There being no further business to come before the Central Ohio Joint Fire District, at 7:18 p.m., Mr. Haberman made a motion to adjourn the meeting until June 9, 2009 at 7:00 p.m., unless called upon for urgent business. Mrs. Frazee seconded the motion.  On roll call in the affirmative:  Chairman Welch, Mr. Haberman and Mrs. Frazee. In the negative:  none.  Absent:  Mr. Cochran and Mrs. Stockmaster.
