CENTRAL OHIO JOINT FIRE DISTRICT BOARD MEETING MINUTES

June 28, 2011

A special meeting of the Central Ohio Joint Fire District Board was held on Tuesday, June 28, 2011 at the Centerburg Town Hall, located at 49½ East Main Street, Centerburg, Ohio.  The following were in attendance:

The special Board meeting of the Central Ohio Joint Fire District was called to order by Chairman Welch at 7:00 p.m.

Mrs. Clippinger indicated due to the fact the Board chose the Anthem insurance policy, the Medical Mutual vision and dental insurance was not available.  Mrs. Frazee made a motion to provide vision and dental insurance through Anthem, at the employees cost.  Mr. Eyster seconded the motion.  On roll call in the affirmative:  Mr. Beck, Mr. Hall, Mr. Eyster, Mrs. Frazee and Chairman Welch.  In the negative:  none.

Mrs. Clippinger requested the Board to remain with Medical Mutual medical insurance coverage until August 1st.  Mrs. Clippinger had not received all of the necessary paperwork from employees of the District, which needed to be submitted by July 1st.  Mr. Eyster made a motion to delay the change of insurance policies until August 1st, 2011 and Mrs. Frazee seconded the motion.  On roll call in the affirmative:  Mr. Beck, Mr. Hall, Mr. Eyster, Mrs. Frazee and Chairman Welch.  In the negative:  none.

The Board discussed the District’s upcoming expiring levy and different options to present for the voter’s approval.  Mrs. Clippinger indicated Mrs. Jonette Curry, Knox County Auditor, would be present at the July 12, 2011 meeting to assist with completing the necessary documentation to have a levy put on the November, 8, 2011 ballot.  Mrs. Frazee made a motion for the following resolution and Mr. Beck seconded the motion.  On roll call in the affirmative:  Mr. Beck, Mr. Hall, Mr. Eyster, Mrs. Frazee and Chairman Welch.  In the negative:  none.

Resolution No. 06.02.11

A Resolution stating the necessity and purpose of a levy for fire protection.

The Board of Trustees of the Central Ohio Joint Fire District, Knox County, Ohio met in special session on the 28th day of June, 2011 at the Centerburg Village Council Chamber with the following members present:

Mrs. Frazee moved for the adoption of the following resolution:

Whereas, in order for the Central Ohio Joint Fire District to continue providing efficient and effective fire protection and emergency medical services, it is necessary to place a 7.90 mill levy on the November 8th, 2011 ballot, commencing tax year 2011, continuing, for fire protection.  Shall this levy pass the 5.50 mill levy will be removed;

Now, therefore, be it resolved that the Board of Trustees of the Central Ohio Joint Fire District shall place a 7.90 mill levy on the November 8th, 2011 ballot, commencing tax year 2011, continuing, for fire protection.  Shall this levy pass the 5.50 mill levy will be removed, or;

Mr. Beck seconded the motion, and the roll was called on the question of its adoption.  The vote was as follows:

ADJOURNMENT

There being no further business to come before the Central Ohio Joint Fire District, at 8:09 p.m., Mr. Beck  made a motion to adjourn until the budget hearing meeting on July 12, 2011 at 7:00 p.m., unless called upon for urgent business. Mr. Eyster seconded the motion.  On roll call in the affirmative:  Mr. Beck, Mr. Hall, Mr. Eyster, Mrs. Frazee and Chairman Welch.  In the negative:  none.
