CENTRAL OHIO JOINT FIRE DISTRICT BOARD MEETING MINUTES

January 12, 2010

A regular meeting of the Central Ohio Joint Fire District Board was held on Tuesday, January 12, 2010 at the Centerburg Town Hall, located at 49 ½ East Main Street, Centerburg, Ohio.  The following were in attendance:

The regular Board meeting of the Central Ohio Joint Fire District was called to order by Chairman Welch at 6:51 p.m.

PUBLIC

It was noted the representative from Fulmer/Shaw was unable to attend this meeting, but will be at the February 9, 2010 meeting.

APPROVAL OF MINUTES

The approval of the December 8th and December 28th, 2009 minutes was tabled until the Board could get an opinion from Prosecutor Thatcher. Past Board members who attended both of these meetings were not present and unable to approve the minutes.

ACCOUNTS PAYABLE

Mrs. Frazee made a motion to approve the warrants presented and Mrs. Stockmaster seconded the motion.  On roll call vote in the affirmative:  Mr. Eyster, Mrs. Frazee, Mr. Welch and Mrs. Stockmaster.  In the negative:  none.  Absent:  Mr. Hall.    

Mrs. Clippinger presented the monthly bank reconciliation, fund status ledger, appropriation ledger, receipt ledger, payment register and the 2009 annual reports for the Board’s review and approval.

OLD BUSINESS

NEW BUSINESS

  • Worker’s Compensation Audit – Mrs. Clippinger indicated there was a Worker’s Compensation audit completed today on 2007.  There was a finding reported in regards to the correct minimum dollar amount for volunteer employees was not used.   The District would be responsible for the deficit and Worker’s Compensation would bill the amount owed.
  • 2008/2009 Audit – The Auditor of State’s office would begin the District’s 2008/2009 audit within the next month. 
  • 2010 Additional Appropriations – Mrs. Stockmaster made a motion for the additional 2010 appropriations, as requested by Mrs. Clippinger, and Mrs. Frazee seconded the motion.

      $15,000.00 – Buildings

        23,175.56 – Principal payment

        12,245.67 – Interest payment

          6,000.00 – Audit

          6,000.00 – Training

On roll call vote in the affirmative:  Mr. Eyster, Mrs. Frazee, Mr. Welch and Mrs. Stockmaster.  In the negative:  none.  Absent:  Mr. Hall.

  • Volunteer Firefighter’s Dependent Fund Appointments – Chairman Welch made a motion for the following one year appointments for the Volunteer Firefighter’s Dependent Fund:  Porter Welch, Chairman; Lt. Dan Rott, Secretary; Diana Stockmaster; Firefighter Stephen Burger; Roger Crego.  Mr. Eyster seconded the motion. On roll call vote in the affirmative:  Mr. Eyster, Mrs. Frazee, Mr. Welch and Mrs. Stockmaster.  In the negative:  none.  Absent:  Mr. Hall.

MINUTES

As recommended by Prosecutor Thatcher, the minutes from the December 8th and December 28th, 2009 meetings will remain unapproved due to lack of quorum.

REPORTS

Strategic Planning Committee – Nothing to report.

Personnel Committee – The personnel committee had met with Chief Porter and discussed the agreed

1½% pay raise and the possibility of a longevity or merit program.  It was asked whether the District could do bonuses or possible profit sharing with monies that are left under budget.  Prosecutor Thatcher agreed to research these suggestions.

  1. Department Chaplain – Mr. Roger Crego has volunteered to become the Department’s Chaplain.  The Board and Prosecutor Thatcher discussed this issue and agreed to table this until Prosecutor Thatcher could research some issues.

Prosecutor’s Office – Nothing to report

ADJOURNMENT

There being no further business to come before the Central Ohio Joint Fire District, at 7:20 p.m., Mr. Eyster made a motion to adjourn the meeting until February 9, 2010 at 7:00 p.m., unless called upon for urgent business. Mrs. Frazee seconded the motion.  On roll call vote in the affirmative:  Mr. Eyster, Mrs. Frazee, Mr. Welch and Mrs. Stockmaster.  In the negative:  none.  Absent:  Mr. Hall.

Mrs. Frazee nominated Mr. Welch as Chairman of the Central Ohio Joint Fire District and Mrs. Stockmaster seconded the motion.  On roll call vote in the affirmative:  Mr. Eyster, Mrs. Frazee, Mr. Welch and Mrs. Stockmaster.  In the negative:  none.  Absent:  Mr. Hall.

Mrs. Frazee made a motion for the following resolution:

BOARD OF TRUSTEES, CENTRAL OHIO JOINT FIRE DISTRICT, KNOX COUNTY, OHIO

Resolution No. 01.01.2010

The Board of Trustees of the Central Ohio Joint Fire District, Knox County, Ohio met in the annual organization meeting on the 12th day of January, 2010 at the Centerburg Village Council Chamber with the following members present:

Mrs. Frazee moved for the adoption of the following resolution:

Whereas, the Central Ohio Joint Fire District will have their monthly meeting on the second Tuesday of each month, beginning at 7:00 p.m.  The meetings will be held at the Centerburg Village Hall at 49 ½ East Main Street, Centerburg, Ohio.

Mrs. Stockmaster seconded the motion, and the roll was called on the question of its adoption.  The vote was as follows:

Mrs. Stockmaster made a motion for following to remain the same and Chairman Welch seconded the motion:

The District’s checking account and safety deposit box remain at First Knox National Bank.  The Districts’ investments remain at Star Ohio and First Knox National Bank. 

The clerk will use First Knox National Bank for employee direct deposit transactions.  The clerk will also be allowed to make 941 tax payments, OPERS and OP&F deposit payments via EFT. 

Board members would be compensated the maximum legal salary per meeting ($30.00), for a maximum of fifteen meetings per year.

Reimbursement of mileage will be based on the Internal Revenue Service recommendations, which currently is $0.50 per mile.

Copies of public records will be $0.05 per sheet, payable before records are released.

Hilliar Township will be re-appointed as the District’s Public Records Commission and Hilliar Township is granted the right to act in the capacity of a Public Records Commission for the District.

On roll call vote in the affirmative:  Mr. Eyster, Mrs. Frazee, Mr. Welch and Mrs. Stockmaster.  In the negative:  none.  Absent:  Mr. Hall.

Mr. Tim Eyster, Milford Township and Mr. Roger Hall, Hilliar Township, were appointed to the Central Ohio Joint Fire District Board by each of their entities.  The current Board members’ terms and expiration dates are as follows:

            Porter “Chip” Welch, At-large Member – term expires 12/31/12

            Patti Frazee, Liberty Township Trustee – term expires 12/31/11

            Diana Stockmaster, Centerburg Village Council – term expires 12/31/11

            Tim Eyster, Milford Township Trustee – term expires 12/31/12

            Roger Hall, Hilliar Township Trustee – term expires 12/31/12

The Personnel Committee had met with Chief Porter earlier to discuss potential pay increases.  The personnel committee recommended 1.5% increase for all Central Ohio Joint Fire District personnel and to be revisited in June/July, 2010. 

Chairman Welch made a motion to increase Chief Porter’s salary by 1.5%, $59,953.00, effective January 1, 2010.   The Fire Chief’s base hours will be 40 hours per week and he will be required to submit to the Board a monthly calendar indicating his daily schedule. The Board will continue to pay for single health care coverage for the Fire Chief.  The Fire Chief will have four (4) weeks of paid vacation.  In lieu of compensatory time, the Fire Chief shall be permitted to take off from work as needed.  The Board will pay the Fire Chief for up to six (6) month’s salary per year due to illness or disability.  Mrs. Stockmaster seconded the motion.  On roll call vote in the affirmative:  Mr. Eyster, Mrs. Frazee, Mr. Welch and Mrs. Stockmaster.  In the negative:  none.  Absent:  Mr. Hall.

Mrs. Frazee made a motion for a 1.5% pay increase for all full-time and part-time personnel, effective January 1, 2010, and Mrs. Stockmaster seconded the motion. 

                        First full year appointed Lieutenant -                   $11.07 per hour

                        Second year Lieutenant and continuing - $12.12 per hour

                        Basic EMT -                                              $  8.89 per hour

                        Intermediate EMT -                                  $  9.52 per hour

                        Paramedic -                                               $10.13 per hour

On roll call vote in the affirmative:  Mr. Eyster, Mrs. Frazee, Mr. Welch and Mrs. Stockmaster.  In the negative:  none.  Absent:  Mr. Hall.

Mrs. Frazee made a motion to increase the clerk’s salary 1.5%, $17,231.66, effective January 1, 2010 and Mrs. Stockmaster seconded the motion.  On roll call vote in the affirmative:  Mr. Eyster, Mrs. Frazee, Mr. Welch and Mrs. Stockmaster.  In the negative:  none.  Absent:  Mr. Hall.

Chairman Welch made a motion for the following resolution:

Resolution No. 01.02.2010

The Board of Trustees of the Central Ohio Joint Fire District, Knox County, Ohio met in the annual organization meeting on the 12th day of January, 2010 at the Centerburg Village Council Chamber with the following members present:

Mr. Welch moved for the adoption of the following resolution:

Whereas, the Central Ohio Joint Fire District will reserve the right to advertise and sell surplus items via Internet auction as per the Ohio Revise Code.

Mrs. Frazee seconded the motion, and the roll was called on the question of its adoption.  The vote was as follows:
